Job Description

The successful candidate for this position will be a 1099 contractor with Music Ministry International and be responsible for the following:

1. GENERAL: This is a non-personal services contract to provide Catholic Musician services for the Fort Knox Catholic Community. The Government will not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Musician who, in turn, is responsible to the Government.

1.1 Description of Services/Introduction: The musician shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform as the Catholic Musician as defined in this Job description except for those items specified as government furnished property and services. The musician shall perform to the standards in this contract. The musician shall provide Catholic Musician services for the Catholic Community Service, to include but not limited to Sunday services, rehearsals, and special services (with prior approval). Wedding ceremonies are NOT included in this contract as they are the responsibility of the individuals being married. As a non-personal service musician the musician is not a member of the Religious Support Office staff.

 1.2 Background: The Catholic Community Service is held at various chapel locations throughout Fort Knox, Kentucky. Contract personnel shall be familiar with The Order of the Catholic Mass, Catholic Liturgical Hymns, and music.

 1.3 Objectives: The musician shall perform all services within the guidelines of the Catholic Community, Army Regulations and directives, and Religious Support Office policy statements. Musician shall lead the special services when requested by the priest.

1.4 Scope: Services include, but are not limited to, Sunday services, rehearsals, and special services (with prior approval). Wedding ceremonies are NOT included in this contract as they are the responsibility of the individuals being married. The chaplain will provide a 30 day notice for the performance of special services. The musician shall come to each service fully prepared and familiar with the music to be performed during the service.

1.5 Period of Performance: The period of performance will be for a one-year base period of 12 months and four one year option periods of 12 months each.

1.6 General Information

1.6.1 Quality Control: The musician shall develop and maintain an effective quality control program to ensure services are performed in accordance with this PWS. The musician shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The musician’s quality control program is the means by which he assures himself that his work complies with the requirement of the contract. The musician shall document work performed on the invoice or request for payment form, have it verified by the Catholic Priest, and submit it monthly to the Senior Chaplain’s Office. After acceptance of the quality control plan the musician shall receive the contracting officer’s acceptance in writing of any proposed change to his QC system.

1.6.2 Quality Assurance: The government will evaluate the musician’s performance under this contract in accordance with the Quality Assurance Surveillance Plan. This plan is primarily focused on what the Government must do to ensure that the musician has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s).

1.6.3 Recognized Holidays: Musician shall perform services on specified federal holidays when they coincide with worship services for the Traditional Catholic service. New Year’s Day Labor Day Martin Luther King Jr.’s Birthday Columbus Day President’s Day Veteran’s Day Memorial Day Thanksgiving Day Independence Day Christmas Day

1.6.4 Hours of Operation: The musician is responsible for conducting business, between the hours of no later than 20 minutes prior to the Catholic Worship Services except when the service is cancelled due to local or national emergencies, administrative closings, or similar Government directed facility closings. All rehearsal times shall be arranged in coordination with the Catholic Priest for facility usage. The Musician shall at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons. Services under this engagement will be 52 masses per year, 52 rehearsals per year, and up to 8 holyday masses and associated special rehearsals up to 8.

1.6.5 Place of Performance: The work to be performed under this contract will be performed at the Main Post Chapel and other specified locations for services on the Fort Knox military installation.

1.6.6 Special Qualifications: The musician shall possess a degree in music or have at least 2 years' experience on church staff as the primary musician and be able to sight read, transpose music, have a working knowledge of the Catholic liturgy and familiar/able to perform sacred hymns/music common to Catholic Mass.
